Scooter, electric: HSA Eligibility

Scooter, electric: requires a Letter of Medical Necessity (LMN) to be eligible with a Health Savings Account (HSA)
An electric scooter with a Letter of Medical Necessity (LMN) is eligible for reimbursement with a flexible spending account (FSA), health savings account (HSA), a health reimbursement arrangement (HRA). An electric scooter is not eligible with a dependent care flexible spending account (DCFSA) or a limited-purpose flexible spending account (LPFSA).

What is an electric scooter?

An electric scooter is a mobility product designed to help an individual retain ambulatory autonomy despite a physical weakness or debilitation as a result of a medical condition or disease that otherwise prevents them from normal access to their home and environment. An electric scooter is essentially a self-powered wheelchair. It may be used by individuals without any ability to walk, or with a reduced ability to walk or support themselves, or heavy fatigue.

A very common disease that reduces an individual's mobility, for which an electric scooter may be an appropriate medical product, is multiple sclerosis.

Electric scooters are also often called mobility scooters. They typically can be disassembled into smaller pieces for easy transportation using a normal-sized motor vehicle, with individual components intentionally kept at low weights for easy handling by individuals of all fitness levels. Electric scooters are rated for their weight capacities, with respect to the weight of the individual they are designed to carry. Electric scooters require a battery and the battery must be charged in order to power the scooter. Electric scooters are also rated for various other aspects such as their turning radius, maximum speed, and warranty. Electric scooters are intended for use outdoors and indoors, and for public access to include shopping in stores and accessing "daily" places of business and leisure. Scooter qualities such as maximum speed, battery range, and turning radius are important for a given individual's needs and the lifestyle they intend to live while making use of an electric scooter (Mobility Scoots Direct).

If a medical professional has evaluated an individual's medical condition or disease and determined that an electric scooter is medically necessary for them, then the medical professional can provide a Letter of Medical Necessity (LMN) to allow for the expense of the electric scooter to be eligible for reimbursement with a consumer-directed healthcare account.
