Face wash is not eligible for reimbursement with a flexible spending account (FSA), health savings account (HSA), health reimbursement arrangement (HRA), limited-purpose flexible spending account (LPFSA) or a dependent care flexible spending account (DCFSA) as it is considered a cosmetic product. However, if a face wash contains medicated ingredients that are used to treat a medical condition such as acne, it would be considered eligible.

What is face wash?

Face wash is used for hygiene and general good health and is considered personal and not medical so is therefore not eligible for reimbursement through a consumer-directed healthcare plan. Face wash is an Over-the-Counter (OTC) item and is considered a cosmetic product. Face wash is manufactured and sold by a large variety of different brands. Face wash is also called facial cleanser. Some face washes are designed to be applied by hand, others are designed to be applied by a cloth, applicator or sponge, or other method. Face wash may also contain different active ingredients such as microbeads or chemicals to help with exfoliation or oil removal. Some face washes emphasize natural ingredients while others incorporate scents, cleansers, texturing agents, or cooling agents (Garnier).

Face wash is designed to be used at the sink or in the shower or bath with a steady supply of water. Face wash is designed to be disposed of immediately after use through the drain of the sink, shower or tub.
